Good question bambam. How are you packing ur bowl? Is there space between the foil and the shisha? Are you allowing the bowl a few minutes to "warm up" after putting coals on top of it before drawing off of it? If all of these things check out and you have good seals at the bowl/stem, stem/vase, and hose/vase junctions then perhaps you just have a bad batch of shisha that won't smoke. It sounds like ur doing the rest right. Seez ya.

the biggest problem with shisha not rolling is obviously the heat, you want to make sure that the foil is right above your shisha level but not touching it, you have more than enough coals, so that is not your problem, and when you pack your bowl sprinkle the shisha in there without pushing it down, if your shisha is packed to tightly, the heat wont travle through it easily or evenly, by keeping it "fluffy" you allow the heat to be easily passed down into the shisha, because the smoke starts through thermodynamics or "heat transfer" so the shisha itself is not actually burning. it kind of smolders, so mess around a little bit with how you pack your bowl, and also try rotating the coals around the bowl every few minuites as you smoke to allow all of the shisha to get evenly heated.

and this will also help tremendously with the flavor, having good heat management really brings out the flavor in a shisha
